dc.description.abstract[por] Apresenta estudo sobre o Conselho Nacional de Justiça (CNJ), criado por meio da Emenda Constitucional n. 45/2004 como órgão responsável pela atuação administrativa e financeira do Poder Judiciário; pela fiscalização do cumprimento dos deveres funcionais dos juízes e dos servidores do Poder Judiciário; e pelo zelo do acesso à justiça. Tece os antecedentes históricos de formação do Conselho Nacional de Justiça. Traz à baila os programas Justiça Aberta, de responsabilidade da Corregedoria Nacional de Justiça e o Justiça em Números, coordenado pelo Departamento de Pesquisas Judiciárias do Conselho Nacional de Justiça. Aborda o papel conciliador do CNJ. Avalia se a criação do Conselho Nacional de Justiça supriu a necessidade da garantia do acesso à Justiça. Constata que o CNJ se transformou no centro da gestão do Poder Judiciário por meio da racionalização dos serviços e gerenciamento da política administrativa. Aborda as funções e os limites impostos ao Conselho Nacional de Justiça para ao fim responder se o CNJ cumpre o papel para o qual foi criado.pt_BR
dc.description.abstract[eng] It presents a study on the National Justice Council – CNJ, created through Constitutional Amendment 45/2004 as the body responsible for the administrative and financial performance of the Judiciary; by supervising the fulfillment of the functional duties of the judges and the servants of the Judiciary; and by the zeal of access to justice; It weaves the historical background of formation of the National Council of Justice. It brings to light the Open Justice programs, under the responsibility of the National Courts of Justice and the Justice in Numbers, coordinated by the Department of Judicial Investigations of the National Council of Justice. It addresses the conciliatory role of the CNJ; It assesses whether the creation of the National Council of Justice has made it necessary to guarantee access to justice. It notes that the CNJ has become the center of the Judicial Branch’s management through the rationalization of services and management of administrative policy. It addresses the functions and limits imposed on the National Council of Justice in order to answer if the CNJ fulfills the role for which it was created.pt_BR
